[bug] error is throws when commands are ran too quickly

Bug description

when commands are ran as soon as possible, it throws a Could not load firebase-tools commands error

Steps to reproduce the behavior

1. Run onfire
2. Press Tab and Enter in very quick succession
3. Error is raised

Error: Could not load firebase-tools commands

Expected behavior

No errors are raised and tool works as expected
