to_file argument for Log::Dispatchouli is deprecated and will be removed in late 2025

) will be deprecated and gone later this year. Maybe we could just remove the line plus log_path/log_file lines below (and the same lines in TestPAUSE as well), but we might also need to implement other issues such as #503, #484 (unnecessay if we remove those lines?) and such?
