Users - Add location field

Alter user table, Update registration logic to be able to fill location.

Create 2 new tables : County (id, name) & Locality(id, countyId, name) - add constraints (PK, FK, Unique key)
Fill these values in 2 dropdowns on the user registration page.
Locality dropdown disabled until the county is selected.
Save only Locality.id in the user table.
