libjaylink submodule link broken in riscv-nohalt branch

It seems the certificate for https://gitlab.zapb.de/libjaylink/libjaylink.git is broken which causes issue when we try to run ./bootstrap script in your repo.

We fixed it locally by changing the submodule link to: https://github.com/syntacore/libjaylink.git

Could you please fix this in the riscv-nohalt branch?

@clayton8 can you please verify if the issue persists? It seems that the certificate was fixed.
