What is the problem of 'NoneType' object has no attribute 'perspective_matrix' ?

I want to generate right a.ear file in RT60.blend, however this problem I cannot solve and worked on it several days.
When I run this script, it showed:

and I found the error in Toggle:

I searched this error in google, and add a class as this website said:https://devtalk.blender.org/t/bpy-context-region-data-always-nontype/10071/3
but it didnot work out.

also I tried many other ways, but still no progress. I hope you can give some advices on this issue.
By the way, it is really hard to install bpy in python, some errors like: ModuleNotFoundError: No module named '_bpy'
How did you make it?
