0.8.0 release, cannot publish crates

We are not able to publish the new crates for the new 0.8.0 release

I came across this looking for the crate version after seeing the release tag.

It looks like you need to update your msrv in the publish workflow.

The Cargo.toml expects 1.88, which was added for the 0.8.0

I'd be happy to make a PR, but I don't know that it would help the situation as it's fairly far back in the stack of changes on main.

Thank you @mahinshaw that does look like the underlying issue, we bump msrv to 1.88 in #1902 but i still see a few mentions of 1.87 in the github workflows

Need to also publish the python binding to pypi, and we need github action to do so because of the os matrix

I think a fix forward is to cherry pick the github workflow fixes on top of the current 0.8.0 tag and manually run the "release python" workflow.
