Add checks to CI / RC verify scripts for presence of LICENSE and NOTICE in all crates

#2823 was opened to address missing LICENSE and NOTICE files that were missing for recently introduced crates. There was no CI or verification script that asserted these were present, so this was missed until manually discovered.

This issue proposed adding at least a CI job for verifying the presence of these files, and maybe an additional check for the release verification script if applicable.
