Add support for Python 3.13

Task Summary

We want to keep 4 active versions of Python to support in our Python related environments. We recently dropped support for Python 3.9 (#4061). Currently we support 3.10, 3.11, and 3.12. We should add 3.13 support soon.

I see pyiceberg just released https://github.com/apache/iceberg-python/releases/tag/pyiceberg-0.11.1 2 weeks ago. we might get unblocked.

we will initially rely on CIs to tell us if 3.13 is compatible. I just retriggered ci on #4088.
