[Bug]: The environment variable "Appsmith Base Url" is not being recognised in the interface

Description

When we tried to fill in the ‘Appsmith Base Url’ parameter here, after clicking Save & Restart, a ‘Bad Request’ message appeared and the change wasn’t saved. We had to manually edit the docker.env file for the change and only then did the account creation and password reset emails start working

Steps To Reproduce

1. Go to Configuration
2. Fill the environnement variable Appsmith Base Url (without having filled it in the docker.env file)
3. Save&Restart
