[cPP CHANGE] Server Module - Guidance on Selection SFRs #162

What is the change request for the cPP? Please describe.
The guidance on when Selection based SFRs need to be included is not definitive.
Describe the solution you'd like
Application Note 1 needs to state that 'configuration of communication with Agent according to FCO_CPC_EXT.1/Server and FPT_ITT.1/Server' must be selected when the TOE includes an Agent, and that these SFRs must be claimed.
Include similar guidance for all distributed TOE types, if all other distributed components are not considered an Agent. Refer to the following regarding other TOE types: #161
