application wide options

If there's a way to do this already I didn't notice it but here's the use case.

When I create the app I would like to be able to set options that all commands inherit:

const stax = CLI.createApp({
  options: {
    verbose: {
      alias: 'v',
      description: 'Show internal logging',
      type: 'boolean'
    }
  },
  setup: function(yargs) {
    if (yargs.argv.v) {
      process.env.DEBUG = 'stax';
    }
  },
  version: pkg.version
});

So when the -v flag is passed no matter what command is run it will show debug output
