Unable to duplicate in my sandbox account. Did you follow the pre-deployment steps?

Yes, the stack completes however, I see that the build still fails and could not do anything. Here is the error "cfnlint.exceptions.DuplicateRuleError: Rule already included: W2001" And Yes I followed the pre deployment steps.
