Amend existing rules to support Bazel tags.

Description

Would like to add parameters for the rules so that we can add Bazel tags to the generated targets.

One of our use cases is selectively building / testing Bazel targets via selecting which tags to test.

For example, running the command: bazel build --build_tag_filter=example_test //path/... should just
build the binaries with the example_test in its tags attribute.

Describe the solution you'd like

Just integrate with the basic Bazel tagging system.

Describe alternatives you've considered
