Products subscription for existing GOVN/M clients

testing ex (Re-adding a product goes for review):
Steps to reproduce

1. create a GOVN account
2. approve it as a staff
3. once approved , and active login to your new account
4. add some products
5. later try to remove a product and re add it (it will show you message that product is added and ready to use , but still goes under review)
6. it will go to staff review again (as it was already staff reviewed)

@pstemkens A question for existing GOVN/M accounts
if a GOVN/M account added products already, is it still need staff review?
eg:
I have govn account 4003 on dev, it send fee code review for BUSINESS_SEARCH while creating govn account, so on its fee_code table, BUSINESS_SEARCH existing.
and then 4003 added MHR, it subscribing MHR now, but no fee code on fee_code table.

there're 67 accounts have that issue:

above issue might affect UX, client subscribed before, removed, re-add -> should still ask that it need staff review
