Allow disabling telemetry on free tier

Telemetry options seem to be locked behind plus (https://bencher.dev/docs/reference/server-config/#plusstats)

It would be great if this option would be available in free tier as well.
The documentation should also contain information on what is collected if enabled.

Hey @Xenira, yes all stats code is under the Bencher Plus License.

It is available in the freest tier. If you compile from source without the plus feature then no stats will be collected.

Totally agree! The Bencher API docs should do a better job of exposing all response payloads.

Currently, the /v0/server/stats API docs only link to the OpenAPI spec, which includes this information.

I'm totally open to a PR to add response payloads to the API docs. Feel free to open a separate issue for adding this. As for this issue, I'll plan to close this out as not planned.
