Register bbcore after installation [Windows Only]

Windows' Toast Notifications requires registered application id in Registry in order to be able to push a notification.

bbcore now sends windows notifications on behalf of powershell.

Add bbcore into Windows' Registry so we can push notifications on behalf of bbcore.
