Go 1.24+ runtime FIPS 140-3 support

**Issue or Feature Request:**
Add support for Go's native FIPS 140-3 runtime mode (Go 1.24+) as an replacement to the current compile-time `GOEXPERIMENT=boringcrypto` approach with AWS-LC syso files.
