Implement change to `waitable-set.poll`, remove `CALLBACK_CODE_POLL`

Wanted to file at least a placeholder issue for what we discussed in yesterday's meeting about async things. @dicej preemptively assigning you but I realize there's no spec PR yet. I think it'd be fine to wait for that, but I want to track this change on the wasip3 board nonetheless.
