Update to Latest UPack Version

Latest Version of Upack should be used. Current Version is no more compatible with latest version of proget.

Expected Behavior

Upload of UPack File with Username api: and username:password is not possible in V.3.0.0 of upack.exe. Update to latest Version 3.1.0 fix the issue.

Possible Solution

upack.exe in NuGet should be updated to latest version of upack (https://github.com/Inedo/upack/releases/download/3.1.0.3/upack-net6.0-win-x64.zip). or remove upack from Package and add a dependency to the official nuget https://www.nuget.org/packages/upack

Unfortunately I no longer have access to a ProGet server, but I will happily accept a PR if you create one. Alternatively @larsest1 might want to update the upack.exe? (If he sees any value in it)

I think it might even make more sense to remove the binary altogether and add a tool dependency.
