Create a pr staging / release process.

I want to be able to stage our work before it hits production. I'd also like to have release cycles.

Describe the solution you'd like

• a staging-reports.dds.dot.ca.gov/pr-subfolder, this is some pr's deployment so it can be previewed.
• Alternatively, staging-reports.dds.dot.ca.gov is just the latest pr in review.

It doesn't need to get cleaned up. It gets overwritten with each new pr.

Everything gets merged into main.

We do a release, it goes to the production branch.

reports.dds.dot.ca.gov -> should be a production branch

Simpler is better than hitting every scenario.

It'd be nice if dependabot did an update, and we could pr and quickly preview it. Maybe it should be manually triggered?

Let's start with the simplest implementation - a staging bucket, only previews a single release at a time. Manual commands to upload to it / clear it out. Maybe at the same time let's do the same for https://analysis.dds.dot.ca.gov/ - at least make the buckets / websites for them as well.
