CGP199: Chat issues 

- [ ] Normal user should not choose admin to chat with , but sends a message and an online admin should choose to reply to him 
- [ ] user should receive automatic message till an admin choose to reply to him 
- [ ] admin can export chat to issue tracker by a button in 
- [ ] recent users should be viewed only to admins
