Migrate to Bun javascript runtime

We're in the process of migrating to Bun (#386) and maybe this is an opportunity to review and cleanup dependencies that have a native Bun runtime implementation.

This is a non-exhaustive list of thing that came to mind and I suggest other to add to the list:

• replace semver with Bun.semver
• File I/O
• Bun.spawn
• TOML
• Bun.Archive for tarball/gzip
