CI should run linter and formatter

To keep codestyle consistent across the codebase, it'd be interesting to lint and format the code during CI. We will reuse hooks from precommit to make it easier to run checks in local too.

Hello @zmc . As said, I'll work on this and use ruff instead of black + flake8.
