Update contributing guidelines to reflect new project structure

We have decided to move each code package to its own repository, to make it easier for people to find the code they need (and not have to download all the code). This means we need to change the contributing guidelines document, because at the moment it assumes everyone wants to make changes to a single repository (the open-code repo).
