Chronometers not always synchronized with state #3

Observed behavior, not necessarily causal. Two phases had passed between updates and the game was no longer in progress; the time remaining chronometer was deeply in the negative territory. Probably just a missing "ensure disabled" if the current state does not use the chronometers.
