Define packaging strategy

We need to define our packaging strategy.

Whats already clear is that we will provide docker images for each service and a helm chart to orchestrate them.

Unclear is what other packaging options we provide.

• Docker Compose
• All-in-One Docker Image
• DEB Package
• RPM Package

Additionally we need to define our support and test level for all additional packaging options we decide to provide because we won't notice problems during normal operations as our infrastructure will only use the separated docker images and the helm chart.
