chore: update Rust and TypeScript versions to 1.86 and 1.2 respectively

- Updated language pack versions in configuration files and README documentation for Rust and TypeScript.
- Added new Dockerfiles for Rust 1.86 and Bun 1.2 to ensure compatibility with the latest versions.
