Submit Pull Request to improve exercism setup documentation

Setting up exercism is known to be a longer process for many users. Let's improve this

At CodeLab we've setup exercism on:

Mac OS
Windows
Chromebook

Each setup requires unique steps that we've figured out along the way. We've documented the Mac and Windows steps, so let's get these directions on Markdown into GitHub!

We've discussed documenting in #24. Ultimately let's submit a pull request to @exercism to improve the setup documentation, since it's a point of slowdown for many users. We can help make the process of getting exercism smoother for all users!

Steps followed to setup exercism in windows machine:
step 1: installing the CLI (command line interface) following steps -> http://exercism.io/cli/windows. if errors appear during the installation and after googling the errors the user isnt successful to figure out whats going on (i wasnt able to figure out what's going on, i have wind7 OS in a PC HW that was built for wind8 and guess that was one of the cause of the errors); then follow the steps for manually installing exercism -> http://exercism.io/cli/install. make SURE to create a backup of your PATH variable and the folder where you plan to place exercism.exe.
