chore: upgrade mapbox-gl and others

- Bumps `mapbox-gl` to 3.0.1. Expands peer dependencies to allow both v2
  and v3.
- Upgrades other outdated dependencies.
- Introduces a new script `type-check` that runs type checking by `tsc`.
  Removes the script `tsc`.
