Apply settings from web UI

Tonio changes tonio.conf with settings coming from web UI and restarts/reboots

• implement post resource to change conf according to multiform data
• actually change values via post
• polish UI to give proper feedback to user
• add validation of input server side
• add hints for valid values (eg io lanes from gpio chip) for better UI
• process changes to wireless network
