Fix AP mode on RPi3

Somehow does not work anymore. Find out a stable configuration of hostap, dnsmask and interfaces which reliably exposes tonio as AP with tonio.local hostname.

• AP can start without disrupting wlan
• make avahi still work with AP on
• when connected to AP reach tonio via tonio.local
