Phase 6 (optional): support SubnetRootActorDiamond deployments on IPC subnets #1538
Description
if multi-level physical hierarchies is to be pursued, then support/automate/document SubnetRootActorDiamond deployments on IPC subnets (not just L1).
The other option of porting SubnetRootActorDiamond into Rust will require further work, and also might not be viable due to FVM runtime deployments limitation.
This however will not enable seamless GMP across the physical hierarchy. For that purpose, further research is needed (see https://www.notion.so/IPC-messaging-overview-2302ea98c23680e7bf97c96568d31a69).
