[Parquet] Support sharded parquet file conversion #7176

Parallel parquet file conversion is supported in prometheus-community/parquet-common#117. Now a single TSDB file can be converted to sharded parquet files to improve the conversion time.
We can also expose the same configuration in Cortex so that users can get faster parquet file conversion.
Describe the solution you'd like
Expose the required configurations and add tests.
