Craft full of warnings on PHP 8.4

What happened?

Running Craft CMS on PHP 8.4 is full of warnings because of voku/Stringy#43.
Is there a way to work around this, so we can run 8.4? It seems Stringy is kind of stuck...

This was previously reported in #16606. Good news is, a fix has already been merged in (voku/portable-utf8#208). Just waiting on a tag.
