Allow moderation from streamer if typed in dashboard

### Description
Ability when dashboard is set to streamer to clear chat as streamer even if moderation is done by bot in settings. allowing the ability to change if bot is clearing the chat vs if you are clearing the chat, to make use of the ability to only clear dashboard if streamer clears chat.
