[Epic] Redis MVP execution tracker and wave status board

Track Redis MVP execution as a leader-controlled status board with strict priority and token-budget discipline.

Success Criteria

• All Wave 0 issues merged and released into main.
• Redis protocol/server/cli path available (issues [Task] Build RESP2 protocol foundation for Redis MVP #14, [Task] Implement xev-based Redis server MVP command path #15, [Task] Implement Redis CLI MVP for interoperability and validation #16).
• Benchmark comparison report produced and reviewed ([Task] Build Redis MVP benchmark matrix and competitiveness report #17).
• CI smoke automation merged ([Task] Add CI smoke validation for Redis MVP server/CLI/benchmark flow #18).
