Summary

Add Mio testnet for testing VCT (Verifiable Coin toss) and Epoch integration features before mainnet deployment.

Background

A dedicated testnet is needed to safely test and validate new consensus features without affecting the Seoul mainnet or existing Gwangju testnet.

Mio testnet contains:

VCT algorithm will be conducted by each miner before the start of each Epoch.
Each block will contain proof of VCT by the miner for other nodes to verify
