BUG: Cannot go to a future step

# What is the issue?
When you just go to a previous step to check something, and want to click the step you just were on, it says that you cannot go to a future step.

# What is the expected behavior?
IF the step you want to go to has non-empty outputs, there is no reason to not be able to go to the step. So you should no longer receive the error message, and just go to that step.
