Update

This is an expected behavior on Safari's ephemeral sessions (e.g. private browsing and automation) where they assign 0 quota as local storage is deemed to be permanent and claim that "we cannot pretend to store something permanently while we don't" as described in https://bugs.webkit.org/show_bug.cgi?id=157010 and web-platform-tests/interop#172.

We're bumping this down to low priority per our Discord discussion.
