we need an inactivity detector for temporarly kicking after not using github for a while

it's a github action thing, after 5 months of not doing any issues or more, a bot comes and says "@username_here hasn't been doing stuff in bark for a while, maybe @mariocraft987 should kick him out till he's active again?"
