Initial Discord bot implementation #34
Description
Will start mostly with plumbing and the ability to list missions as a test. Following needs to be done.
- Add the Discord bot code as a module in lib
- Inject the secret into the Passenger environment via nginx site config
- Implement a rake task to start it and have that autostart
- Add an interface in the admin screen to control who can speak with the bot
