[bug] get 413 http error status when use big model

当使用较大的模型训练数据时，创建任务会报错

Expected behavior
使用模型如下：

我觉得修改nginx配置不能从根本上解决这个问题。因为实际部署时，可以不通过dashboard中的nginx，直接调用delta-node的api，这时候网关的配置是不受控制的。
