runtime/fundamentals/configuration.md, runtime/reference/cli/compile.md, and runtime/reference/web_platform_apis.md all add new Deno 2.8 documentation but keep their old last_modified values (2026-03-09, 2026-03-12, and 2025-05-09). Please bump those dates with the content changes so the page freshness metadata stays accurate.

Two of the previous frontmatter blockers are still present after the latest updates:

runtime/fundamentals/configuration.md still has last_modified: 2026-03-09, but this PR adds the new compile config section (include / exclude) to that page.
runtime/reference/cli/compile.md still has last_modified: 2026-03-12, but this PR adds several substantive 2.8 sections, including framework detection and config-driven include / exclude.

Please bump those last_modified values before merge. runtime/reference/web_platform_apis.md looks fixed now (2026-05-20).
