Parsing inactive records breaks due to duplicatie Woonplaats IDs

When attempting to parse inactive records by changing the config here:

BAG_parser/config.py

active_only = True

The parsing script fails due to the fact that the used identifier voor Woonplaats are not unique, e.g. there are inactive versions of some Woonplaats with the same ID. (First crash is on Weesp)
