Could you please be more specific? What do you mean by dynamic tooltip, and how does that relate to the mouse-move event?

Dynamic tooltip - I need to update the tooltip text when the mouse over to tray icon. The tooltip text is dynamically constructed based on requirement.

You already said that. I need way more specific descriptions. It's not clear what you need the mouse move event for, whether you also need mouse-enter, mouse-leave, mouse-hover or what information you might require from the event arguments, how you want to display tooltip (do I need to provide tooltip APIs too?) etc etc. I need a solid set of user stores to design the correct API. So far all you've provided is a very vague developer requirement, but nothing detailed about the user experience you're trying to build.
