Thanks for reporting this. I'll take a deeper look. IIRC, I tried bumping it up and other things broke. Looking at the exception message, that seems to confirm it. The Microsoft.AspNetCore.OpenApi.SourceGenerators.XmlCommentGenerator comes from Microsoft.AspNetCore.OpenApi, not API Versioning. I'd have to look, but Microsoft might be tracking an issue for that or have an updated version that works with 3.*.
