Dubious short license name

The ToS lists the short license name as GPLv2+. However, most formalized uses of this licensing terms (notably in Composer files) rely on the SPDX code for this license which is GPL-2.0+ instead.

This works both as a (deprecated) specific license pre-SPDX 2.0, or as a license expression in SPDX 2.0 https://spdx.org/licenses/GPL-2.0+.html

We should probably use the standard SPDX form, or use both.

Thanks for pointing this out. The and/or debate around GPL-2.0 and GPL-3.0 has always been confusing for the Drupal community. I'm hoping we can leverage the fact that the license used by Drupal's official composer endpoint is deprecated to help celar this up once and for all.

I'm going to try to switch to using the SPDX license codes, but please be patient with me as I'm working against years of muscle memory from typing GPLvX.

Any chance you'd be willing to submit these changes as a PR?
