[Feature]: Make Runpod an online provider

Problem

RunPod is an offline provider which means sometimes offers are stale, causing provisioning to fail with "no offer".

Solution

Make Runpod an online provider so offers are up-to-date.

RunPod originally was made offline only because of long time required to collect offers - but perhaps we need to find a way to make it finally online

Workaround

Use a region or gpu type that has higher availability
