Describe the bug

Switching app windows with keyboard shortcuts preserves unblurred state. When changing window focus with a keyboard shortcut, the previous window should become blurred (as it does when you click to change focus).

Steps to reproduce

1. Open Chrome
2. Open a second Chrome window
3. Press Cmd+` on a Mac to toggle focused app window
4. Observe 2 windows with app focus

Expected behaviour

There should only be one focused & unblurred window on the screen
