Dashboard must have an empty state

**Describe the issue**
The Dashboard is where all registered widgets are shown.
However, when no widgets are registered, we get an empty page with absolutely nothing in it.
It seems like something is broken.
There should be a message showing that nothing is wrong, its just that there are no widgets to show.
